Maryland Gov. Larry Hogan on Sunday criticized President Joe Biden's plan to distribute at-home COVID-19 tests to Americans who request them.
Hogan said it appeared the Biden administration had purchased the same tests already ordered by states.
The Biden administration on Wednesday plans to launch a website for Americans to order up to four tests.
