County manager says rope dangling from Schenectady library mistaken for noose

A Black librarian has been offered counseling after discovering a rope Tuesday that appeared to be a noose dangling from the side of a Schenectady County library building. The sheriff's department investigated the incident but officials said it was ultimately found to be the detritus of maintenance work.
