Attorney General Merrick Garland reversed years of department policy by prohibiting federal prosecutors from seizing the records of journalists in leak investigations.
A memo about the ban said prosecutors can still seize journalists' records in certain circumstances.
He said records can be seized if reporters are suspected of working for agents of a foreign power or terrorist organizations or in situations with imminent risk, like kidnappings.

WASHINGTON - Attorney General Merrick Garland on Monday formally prohibited federal prosecutors from seizing the records of journalists in leak investigations, with limited exceptions, reversing years of department policy.
